This series is in lift-the-flap board book format, but is reasonably text-heavy. The questions and answers are suitable for primary schoolers rather than preschoolers (the usual target audience for board books), but inquisitive younger children will like it, too (although they may not have the attention span to make it through the whole book in one sitting).
