Overall I think that was one of the better Urban Legends as most stories were actually fairly decent. I especially liked the Pennyworth story, and surprisingly to me, I enjoyed the Tini Howard one too. That's easily her best comic story I've read. (Though I'm sure Batman: ‘The Dark Knight’ [New52] used the name “Night Terrors” for a story so they could've came up with a more original name)
Every story in this issue is a part one so I'm tempering my review to only three stars since these have only just started.
"The Signal and The Outsiders": Not bad. It was kind of nice seeing them remember that Duke/The Signal/whateverthehellthey'recallinghimnow getting some attention and they're trying to give him some personality, which has been sorely lacking in all the attempts to develop him so far.
"Blood In & Blood Out": Fun Etrigan story that may or may not be continued. The villains were kind of dumb and a quick pushover but their annoyance at his rhyming was definitely worth a chuckle.
"The Pennyworth Files": If they're going all Dagon/Innsmouth with this, I'm all in on it. I'm a sucker for supernatural Batman stories and Alfred getting drawn into one should be just as enjoyable.
"Night Terrors": Eh. It was okay. I'm a little shocked at it to be honest as I'd expected better from Tini Howard (who is killing it over in Catwoman) but I guess everyone can't be gold all the time. I mean I *like* the premise of Tim being caught in the shadow of the death of Jason Todd and Batman's struggle with it but I think the short page count kind of blunted the impact of the story.
"Belle & Beau": I like the concept but not a whole lot happens here. The jury is still out on this one.
