A series of sex attacks begins in a small town. But before the police can even start to investigate, they are hampered by the usual rumour mill that most towns have, this hampers the investigation.
This also leads to disastrous consequences that set the investigation back both in manpower and time. Meanwhile the attacker is planning his next attack and is not slowing down for the police so therefore certainly won't stop until he is caught.
