In Summer of 1972, Ben Jones and his girlfriend Zoe are forced to take a detour down a back road when a train wreck blocks their drive home from a date along the Potomac. Suddenly, a frightened young man runs out in the street and causes them to crash. Unbeknownst to them, the terrified man was on the run from a robbery and encountered something in his escape; a terrifying entity only spoken of in campfire tales. As Ben angrily chases after the assailant, two suspicious deputies with the local sheriff's office soon arrive on the scene as well. A night of horror follows as the couple are wrongfully accused of being accomplices to the robbery, all the while they are stalked by the creature known simply as GOATMAN.
