It felt like it just kind of fizzled out. Most of the characters have completely flipped personality since the last book and not for the better (in fact, seemingly just for plot device). The plot and character motivations are paper thin and the whole thing feels really slapdash and a lot of the world elements I liked about the previous book were toned down. Oh well, at least it was short.
