(Book Two) In Star TOS episode "A Piece of the Action" Kirk unified the Iotians, a people who have modeled themselves after twentieth century American Gangsters, into a one world government. Because of that unification of power, and technology accidentally left behind by McCoy, the Iotians have improved their "Game" and are demanding a piece of Star Fleet's actions. Subplot, the race known as the Preservers, who established the Native American on Miramee's planet, are conducting experiments on the Iotian population.
