Philippe Dupasquier is an author and illustrator of children’s books. He attended art school in Lyon, France, after which he became a freelance illustrator in London, England.

For his illustrations in Bill's New Frock, he received the Smarties Prize (1989) and the Carnegie Medal commendation (1989) from the British Library Association, and the Oak Tree Award (1990), from Nottinghamshire Libraries.

What a cute little story about neighbors who don't get a long all because of a loud and annoying duck! The neighbors continue to fight about it until one family comes up with an unorthodox solution to the problem. The illustrations are anything to write home about and I don't know about using it in a storytime... the text might be too long, but overall message is very good.
