After all the action of the previous volume, this one is almost entirely table-setting. The major factions in the war meet with Makoto and the Kuzunoha Company and formally acknowledge them as the most powerful neutral force in the world, and also the most unpredictable. What follows is a lot of political maneuvering and backroom meetings.
And that’s pretty much it.
If you aren’t deeply invested or haven’t read everything leading up to this, I wouldn’t bother. Honestly, it’s kind of boring. It’s all just meetings.
