Reasonable sequel to the original supplement, though some of the material skirts close to just restating Lovecraftian (or more specifically Derlethian) racism without analysing it (or analysing it in a rather clumsy way), whilst other parts rely so much on Ramsey Campbell ideas that they really should have given him more of an acknowledgement. A supplement for Delta Green, it mixes background on several countries and cultures, and even some interesting people to meet with adventure scenarios. One third of the book are a series of intelligence organizations around the world whose agents could get involved in a Delta Green conspiracy. I found that part pretty useless, so the useable content is less than the size of the supplement could indicate.
The best part is the advice on using King in Yellow style psychological terror, and an adventure using those tools to really spook characters.
The other conspiracies are interesting and fit both the tales and the Mythos, but unless you move your game to UK or Russia, it may not be so useful. Considering the US centric nature of the Mythos, Delta Green "letter soup" culture and even X-files effect, the sections on NYC ghouls and the secret museum collection fit very well in any game. Project Overlook is a must if you have read John Tynes' Delta Green : The Rules of Engagement.

First of all, this is an expansion/continuation of the Delta Green materials, so that book really needs to be read/understood before moving to this one. It won't kill your game to just use this one, but it won't make nearly as much sense. Second, this is really a supplement for GMs, not players.
I love the concept of Delta Green. It brings Call of Cthulhu into the 21st century and has a very X-Files feel to it. Lots of government conspiracies and agencies from around the world to involve in ever-deepening horrors. There's a lot of great material in here for creating new nastiness for players. This is a great book.
