A new local council-funded project, named The Program, has been set up to help troubled youths integrate back into society. It is run by Brian Malliff, an ex-criminal who has dedicated himself to guiding youngsters away from a life of crime. The boys on The Program are secretly being bullied by the security wardens who are employed by a corrupt council official, whose sole intention is for The Program to fail. Brian has been gathering his evidence and has called for an emergency meeting where he is about to reveal everything. That night, the six boys go on the run, after one of them witnesses the brutal murder of Brian. As the boys band together to prove their innocence, the newspapers label them a violent gang. The corrupt council official has put forward a reward for their capture. Vigilantes are preparing to claim the reward. The lead detective in charge of the case has a hidden agenda in keeping the gang on the run. The boys have nothing to lose and want their revenge.
