#10 in the Carrier series. I picked up this 1998 series entry to listen to during my commute. It was the first of the 23 episode series that I encountered and neither the best nor the worst of the series. It featured a misguided plan (shades of LBJ) for American politicians to micro-manage a conflict.

Carrier series - Recorded - Carrier Group 14 is holding maneuvers off the coast of Cuba when there is a confluence of dangerous elements. Cuban revolutionaries and their Libyan allies are planning to fire nuclear missiles at the American mainland. An American Senator plans to fire nuclear missiles at Cuba by remote control from the Arsenal platform.
