Enforcer is the first in a new series in the 4 Horsemen Universe (4 Horsemen Sagas), it brings to the fore the Peacemaker guild, which we learned to know and appreciate over other novels set in the same universe (Peacemaker, Stand or Fall, Deathangel, to only name a few)...So to set the tone: In the 4HU universe, you don't have many laws and everything is regulated over contracts more or less. When parties do not adhere to contracts OR break the few laws there is... then the Peacemakers are called.
The peacemakers are the 4 Horsemen version of the Texas Rangers, on steroids! And when the peacemaker in charge of a mission goes missing or dead, well, the Peacemaker guild sends an enforcer! And en enforcer is - at heart - a peacemaker on steroids who is at the same time judge, jury and executioner if need be! (Judge Dredd, if you read this, stop being envious!)
Enforcer - which is set before Cartwright's cavaliers, i.e. before the main story unfolds (hence good entry point to the universe) - tells the stories of a marooned team of peacemakers and of the Enforcer sent to rescue them and deliver justice! Hrent is an Oogar, an intelligent ursine being, about 3 Meters tall and 250 KGs heavy, with a bad attitude, the 7th of his race to become a peacemaker, quite an achievment. He gets augmented to be able to function as an enforcer and develops into the most effective of enforcers in the course of the novel.
The novel is well written, you almost don't feel it is a collaboration, the characters aren't monolithic and enjoy deep characterization. One character we know from previous peacemakers stories, appears to be a master manipulator who considers that the ends justify the means and doesn't come around as a sympathetic being. I can understand his motives, but his methods are a bit too cold-blooded for my taste (albeit effective). There is lots of action, lots of background information on the Peacemaker guild, a bit of levity and some peeks on the long terms goals of the Peacemaker guild, as apparently some people saw the storm brewing in the Galactic Union coming way before the invasion of Earth.
A very good new installment in the 4HU, highly recommended!

The Galactic Union doesn't have a lot of laws, but they're very serious about the ones that they have. The galactic cops are called "Peacemakers." Not "Peacekeepers," but PeaceMAKERS. They're sort of like the legend of the Texas Rangers, except that instead of "one riot, one Ranger" it's often "One planetary crisis, one Peacemaker." But when the Peacemakers can't cut it they send in an Enforcer.

Oogars are very large, very strong, very purple, and have a reputation for not being very bright. But that reputation is based on the perceived average, and individuals can vary a lot. So most don't expect Hr’ent Golramm, who is bigger than most, to likewise be smarter than most. But in the whole time that the Oogars have been part of the Galactic Union he's only the seventh to graduate from a Peacemaker Academy. But the Peacemaker Guild is looking for a new kind of Enforcer, one who doesn't just make beings obey the law, but uses their legal powers to create a solution to situations that at least approximates justice.

To forge and then test the tool they need the Peacemakers will drop Hrent into a situation that was known to be bad, and that the team of green Peacemakers from Hrent's class were unlikely to solve. Only it turns out to be a lot worse of a problem than anyone planned for because of a factor nobody knew about.

The book is full of fascinating information about the Oogars, who have mostly shown up as stereotypical Big Dumb Mercs in previous Four Horseman Universe books, as well as the Peacemaker Guild. But what kept me up late finishing the book wasn't the background, but the characters, the plot and the action. If you're anything like me, you'll wear out your page-flipping finger (and maybe temporarily increase the font size on your Kindle because Darn it, I refuse to stop now!) It's a great addition to the Four Horsemen Universe, but it can be read on its own with no trouble.

Nonstop Action!

Great book laying out more about the peace keepers and their place in this ultra libertarian universe, with the ultimate enforcer of the few rules there are, being an enforcer.

Not the bear neccesititties!

A brilliant look at job of an enforcer through the eyes of a species that we rarely read about. The plot moves at a steady pace and ends with you wanting more!

I am a huge fan of the Oogar Peackeeper story, Hr’ent learns a lot more about why he is the way he is in this story. He also kicks a bunch of butts and solves some pretty big messes created by rogue elements of the Peacekeepers.

The sequel to Gunboat Diplomacy. I've loved the Peacemaker books, a well-developed arc in the 4HU.

Read this book in one sitting on a flight from Chicago to Phoenix. It was the perfect action packed sci fi adventure to keep me entertained all the way through. Great characters, high-stakes plot, and just enough to get me impatient for the next one. Definitely recommend.
