This is a core text in the study of diplomacy. It is divided into two halves. The first half covers the theory of balance of power, particularly as it was developed in the 18th century. The second half is a rather tedious and redundant rehash of the coalition that defeated Napoleon and the Congress of Vienna that created the modern European state system.
