A spate of spectacular assassinations of war criminals and dictators is taking place around the world. The assassins are chosen in a complex process which involves them pitching their plans, and justifying their choice of victim to a mysterious and secret selection committee.

The assassinations become more daring and dramatic, with more high profile targets capturing public sympathy worldwide. The US and UK governments decide the killers must be stopped urgently to avert global instanbility.

Sheila Cunningham, ruthless and indomitable head of the British Secret Services, unleashes her three talented young proteges, Beca, Andy and Tony, all brilliant and eager computer hackers. Their search is an intoxicating mixture of open source computer intelligence and field work. But inner tensions arise as the quest for these brave and principled assassins intensifies.

Rival secret services in the West and East all try to identify and eliminate the assassins.

Will a new global order emerge as a result of this novel conception of justice or will the staus quo prevail?

This is resolved in a startling climax.
