The author was Sacheverell Sitwell, a member of the family of English eccentrics. One of his specialties was baroque art and architecture, and in this part travelogue, part art book. To appreciate this book you have to appreciate the author's meandering, opinionated style, which I do. And you should share his taste for the baroque, in this case the baroque of Latin America.
