Well, I guess this was as good as such a book can be. I passed Elements 1 and 3 with 100% and 96% respectively, so it certainly served it's purpose. Be prepared for a slog, though.

In this book, West lists all the multiple choice questions on the MROP and GROL exams, gives the correct answer, then adds a bit of explanation. I did find his explanations helpful on material I had never seen before. On things like, ya know, maritime and aviation radio law (because *those* are things I expected to study in my lifetime. Oh well, life is weird). The test requires a lot of rote memorization of things like frequencies and VHF channels and such. As I don't have any background in aviation or boating, it was tricky to get those into my thick skull.

My approach was to read this cover to cover. I don't recommend that approach. Instead, I suggest going through the test at https://www.fcctestonline.com/ and consulting this book when you need a bit of extra help.
