If you thought the point of war was to win, this book will make you think again. David Keen questions the model of war as a contest between two sides aiming at political and military victory, and he also rejects the contrasting view that war represents a collapse into anarchy, mindless violence and ethnic hatred. Rather than a contest or a collapse, war is analysed as a system that has significant functions and that yields complex economic, political and psychological benefits. Some may be more interested in prolonging a war than in ending it. War may help elites to derail democracy and suppress dissent; it may be profitable for government and rebel actors; and it may allow armed groups to enjoy a sense of power over unarmed civilians. This book argues that understanding the complex functions of wars alongside other forms of human disaster, such as famine and ethnic strife, is essential if we are to reduce suffering and move towards lasting peace agreements. Complex Emergencies will be essential reading for students of development, political economy, political science and international relations.

Complex Emergencies es un libro que trata de examinar las causas estrcuturales de la violencia, las guerras civiles (Rwanda, Sudan, Darfur, Liberia, Angola, Yugoslavia, Kosovo, etc), el colapso de los estados y el rol de la economía de la guerra en sostener estos conflictos.

David Keen examina distintos casos de conflictos en el mundo y como sucedieron, cuáles fueron las condiciones que lo permitieron (desigualdad, explotación, herencias coloniales, xenofobia, etc) y cual es la mejor ruta para entender y solucionar esos conflictos a través de la generación de soluciones políticas, reconstrucción, perdon entre las partes y la generación de una cultura de paz (Galtung).

Es un libro muy recomendable para aquellos interesados en conflictos desde distintas perspectivas, de desarrollo, políticas, relaciones internacionales, sociológicas y antropológicas. Para países como México que tienen algunas caracteristicas de las emergencias complejas presenta una buena lectura sobre como no seguir cometiendo los mismos errores que hemos cometido durante los últimos años de la guerra de Calderón. Las soluciones de seguridad no siempre funcionan y es preferible buscar soluciones estructurales que ataquen las causas de la violencia y no solo la violencia en si misma. Keen señala de menera elecuente que el tipo de paz que podemos construir depende en gran medida del tipo y causa de violencia que esta presente.

It’s a good book for people that wants to get involved in conflict processes studies. Summarises quite well the main trends of many topics such as greed and grievances or peacebuilding. A very insightful and rich of data resource.
