Whether you dabble with neural networks or need to write a ANN application, this book contains a good mix of theory and example applications with source code.
It'll be a fairly easy read for C/C++ programmers with some hands-on with ANNs. Plug the source in, play and modify.
This book, although dated, still contains some good information.
For newer programmers, there are other more up-to-date and more comprehensive resources available.

Theorists may want to start at the beginning and have a look at underlying Perceptron theory with Adaline/Madaline as found at:
