An interesting enough overview of dwarves, gnomes, and a new race, goliaths, with lots of new character options and ideas and such. Goliaths were by far the most interesting species and culture in the book, for my money.

This sourcebook provides lots of flavour and options for dwarves and gnomes, plus it introduces a whole new race, the goliaths. If you're only interested in one of the three, then the value is thus reduced.

The chapters on dwarves and gnomes are particularly interesting, since they take what's been established in the PHB and expand on it, providing reasoning, justification, and explanations on why they are how they are. It's a great way to flesh out dwarven and gnomish characters (although personally, I never found the gnome interesting as a race).

As for the new race, I have mixed feelings. On the one hand, a nomadic, mountain-dwelling, competitive race that's bigger than half-orcs pushes the boundaries on racial differences - it'll be like playing a half-ogre or a half-giant. On the other, some of the core motivations of goliaths are missing - such as why they insist on a difficult nomadic lifestyle despite regularly coming into contact with better ways of life. Another is some difficulty in seeing how they would mesh with the other races they come across, given how different they are.

The rest of the sourcebook is ok - a couple of interesting flavourful prestige classes, interesting new weapon quality and armor options, and a few extra spells in several areas, especially the earth-themed ones. There's also a small section on minor races and variant subraces, though these felt rather unnecessary. There's also a couple of "monster" entries. The artwork is pretty subpar though, or maybe it's just because it's difficult to portray "attractiveness" in dwarves and goliaths? The sourcebook ends with a bunch of campaign ideas and adventure hooks involving these races.

Anyway, overall, there's a fair bit substantial content here, especially if your campaigns typically involve mountainous or underground regions.
