The first half is Haruyama's analysis on Hara Kei's politics. The second half is Wakabayashi on the movement to establish the Taiwanese Parliament (this is the same article as the first half of his own 台湾抗日運動史研究）. Haruyama's piece make it clear that Hara's intention in 内地延長主義 came from his determination to fight the old Hanbatsu politics and to strengthen party politics. Replacing the army-heavy polities in Taiwan and Korea was one measure for it. Neat argument.
