This book is somewhat considered the “Bible” of public utility ratemaking. Which means it is a fairly dry and technical read (though there are certainly more difficult books to read).

This book is probably best suited to those who already have some understanding of economics, and those who don’t may want another book as a primer. However, it is clear that this book is important, and a must read, for a very niche industry.
