No, she's half-Turkish, and therefore only half-white
Rose is half Turkish. Her father, Abe Mazur, is a full blooded Turkish moroi. Rose has skin that looks like it has a slight tan. She definitely was not cast right.
Moreover, she has curves for days and is storng and athletic. I don't have anything against the actress who was cast, but she's not the right fit both visually and her approach to character execution. :(
