I worked at the National Security Agency in my twenties. A bunch of it remains classified, but there are certainly some ideas that have percolated over the years. One in particular is the idea of American handlers of foreign agent assets. I wonder how this might play out in my setting, where the idea of foreign is an interworld rather than just an international consideration.
