Get into the habit of writing. I know it's hard, and sometimes I can only write for 30 minutes a day. Don't wait for a muse, sit down and do the work. It will come, and it will come easier when you're in the habit of writing. But remember that editing is writing, organizing outlines and plot notes is also writing. There are a lot of puzzle pieces to a novel. Work on the puzzle every day.
