The number of civil wars has increased, as has the number of displaced persons and refugees. Terrorism has become a global threat. Climate change has advanced with dire implications for both the near and the distant futures. The world has stood by amid genocide and has shown itself unable to agree on rules for cyberspace and unable to prevent the reemergence of great-power rivalry. Those who maintain that things have never been better are biased by what they are focusing on and underestimate trends that could put existing progress at risk.”
