I got the impression, he cared about Rue (he did kill Clove, and save Katniss for a reason), and I don't think he was that into killing everyone either.
I mean, let's think. As far as we know, Thresh only killed Clove. And maybe some sort of mutt, and maybe someone who got in his way while he made his way out of the cornacopia.
So maybe he was a mix of Peeta and Katniss' characters...

I think Thresh is the most under rated character in The Hunger Games book. He is portrayed at the beginning in training as a big, tough guy who wouldn't take no for an answer, but with the Clove incident, he brought out his caring side and it shows that even the seemingly toughest of people have the potential to be the nicest person.
