absolutely not. snow wanted katniss (and the other victors but especially her) out of the way sooner rather than later. so what better way than to have them kill each other?

not at all! i believe Snow planed this Quarter Quell just to get Katniss and some of the other victors out of the way so they don't start to rebel.

What do you think Finnick meant by "...And no one in this arena was a victor by chance.”?

I think President Snow DEFINITELY orchestrated this year's Quarter Quell requirements. He needed a way to have Katniss killed off without sparking questions from the citizens of Panem.

Snow had changed it to where the victors go back and get killed in the arena so that way the rebellion stops.

I don't think we will ever know-but it is much too convenient for it to be a coincidence. There is no way the Hunger Games creators could know what power or loathing would come with being a victor. But Snow knows and senses it and single handedly decided to rid Panem of such forces. That fact that he makes it so that they will all have to do it themselves is so unbelievably sly its brilliant.

I don't think they were made in the past. I think that they were made for a test for Katniss. I think that president snow made the rules after he heard about the rebellion in district 8. I think the test is to see if Katniss will die for peeta.
