What's the Name of That Book??? discussion

Ok another one for you guys. This is about a girl who finds a wishing stick. She starts to wish upon it and get some cool things but finds that she is soon compelled to wish upon it. The wishing stick eventually leads to ruining her life. It is a children's book. The cover is pale with the little girl holding a stick that is looks like a peppermint stick but it is actually the wishing stick. The author's last name may start with a T. It is a children's book and probably was published awhile back due to the fact I read it as a kid in the 1990's.

This was a chapter book with mostly words. I believe the child may have been in an abusive home or was bullied. I know that the child's life was dark and dreary. She may have had siblings. I do know there was a mom involved in the story. I am not too sure on if she was given the stick or found it.
