To Outline (OP) or Not To Outline (NOP)

I have started an on-line writing course with James Patterson as the key draw. It appears that James is a big believer in detailed outlines. At the other end of the spectrum Stephen King ("On Writing") seems to suggest that he doesn't bother with an outline. I think of my self as a Not Outline Person (NOP) who recognizes the benefit of doing some abstract organizational work to keep the real story telling on track. I have two (or three) questions: 1) Do you advocate an outline? 2) If you do develop a detailed outline, how do you deal with later insights that change the thinking behind the outline? or 3) If you don't outline, how do you keep everything straight?
