The Council of Nine has ruled the City for as long as anyone can remember. Nobody ever sees the Council, but everyone knows they’re there. Their spies literally hear and see almost everything. The police enforces the laws, keeps the peace, and keeps the land isolated from invasion. If it weren’t for the fear, it would be a utopia.The people are terrified to move, worried that they will be reported to the city council. There shouldn’t be a resistance.

But there is one.

Behind closed doors, the Resistance strives to overthrow the government. They send messages with certain designs they wear on their coats. And they have their spies too, even among the Council’s spies and the Council itself.

Both sides are powerful.

Perhaps, soon, the Resistance will take action.

Then, there will be war.
