What's the Name of That Book??? discussion

I only remember smatters of it. Very Stephen King-y (might even be him). Most likely set in america. 1970-1990. Read it +7 years ago.

Her mother contacts a detective, or police, and the story follows this guy as he try to trace her down, all the while her spirit grows more aggressive.

I recall a moment when the male detective speaks to her mother, and notices she has green eyes. She might have auburn hair.

I remember the little girl took revenge on one of the kidnappers, he tried to escape during a night out in the snow, he hides beside a bare cliff and he thinks he's safe, but suddenly a small pebble hits him out of the darkness, and he realise she (her out-of-body "spirit") has found him, and tortures and eventually kills him by throwing tiny, then larger rocks at him, burying him under a pile of rocks.

In the end (SPOILERRRRR!!!) it turned out she was kept in a isolation salt water tank, where shady people experiment on her, I think the leader of the group was her father.
