At first this sounded like the "New World" series by Janelle Stalder, but the protagonist is female. There is a New Berlin and in the second book Masked one character impersonating another character enters the compound.

Kira, around what year did you read this book?
Is it written for adults or teens?

The author, Milo Hastings, was not just a writer but also an inventor and nutritionist. He invented a type of chicken incubator, and also a nutritional snack for children called Weeniwinks:
