Just thought I would share that I recently had trouble with this - I could borrow books but they wouldn't download. I used the 'send feedback' feature and to my surprise got a helpful response. (I had assumed this was a means of learning about issues with the app so I thought any help to me personally would be indirect). I followed the advice given and all is back to normal. In case others are having issues the advice was 1) try a reset via the settings button - didn't work 2) ensure you have the most up-to-date version - I did and 3) uninstall and then reinstall the app - this worked!
