I seem to recall that the girl’s mother was a bit mental and she liked to dress up. She got hit by a car so the girl was sent to live with her aunt.

I read this book about 15 years ago. It focused on the girl. The cover was very colorful. It was just a novel you would find growing Amazon. Crazy that I can’t find it in my purchases on there.
