What's the Name of That Book??? discussion

read between 2012ish- 2015 was about a girl who lived communally with a few other families and there was a guy who lived there and was either her best friend or love interest and she had to stand before the court or council because she was reaching a certain age and developed magical abilities or something. Time may have stopped at one point and her name may be unpopular or the guys name starts with J there might be something about a magic tree but I could be imagining that, I am missing the greater plot line and the details are very few and fuzzy but if this sounds even remotely familiar let me know it has been seriously bugging me what it's called thanks.

I'm not positive haha but the part with the council from delirium sounds familiar and the name sounds familiar but the rest of the book I don't remember. My memory is foggy about the actual plot of the book I'm trying to remember and the stuff I mentioned could've not been in it. @rainbowheart
