What's the Name of That Book??? discussion

Set in contemporary times it’s a book set in America - upstate New York or Boston - about a town that has a ghost witch with eyes and mouth sewn shut who keeps appearing in random places not saying anything but scaring the crap out of the locals. They all pretend that the witch is a tourist attraction to stop people passing through asking questions but only they know she’s real. They’re very creative about how they put outsiders off the scent and have a whole routine set up with road blocks and people dressed in costumes walking beside her to make her seem like she’s just part of some historic reenactment. She keeps appearing. They all just accept living with her. The town is cursed basically. It was brilliant and I want to read it again!
