Yes, that is in fact true! They use informatiin gathering machines tgat they shoot off into space which track the movements of cars with this technology installed in their cars. I believe advanced technology like this is one of the few ways that Muggles can do the extraordinary. It's their own 'magic' in a way.

I thought my dad was a Muggle, but he's not. He's an independent Dark wizard. I have spent the last several months trying to track him down. So maybe Muggles and wizards aren't that different, if he was able to hide it so well.
