He is a literal rumour

He is the combination of:

-Myths
-Legends
-Gossip
-Yeah, basically "rumors"

This all slotted together is basically the spread of information.

His power comes from the combination of this information, of every "rumor", and he grows off gossip and rumors.

He is basically the physical embodiment of all these things.
