"Justice strauss let go of the figurehead, and the building trembled again, sending the judge tumbling to the ground..."
I'm confused. Did she fall 10 stories "to the ground'? Or did she just fall back onto the roof?
Because it sounds to me like she fell to her death off the whole building - Which would be horrible.

You know Snicket, he always leaves the fate of every character ambiguous, to our imagination.
In my point of view, no matter where she fell, either onto the roof or the ground, she died:
To the ground: No one would possibly be alive after falling 10 stories.
Onto the roof floor: The fire has spreaded more than when the Baudelaires, Count Olaf and she were in the first story.
Maybe, only maybe, the only way she survived would be if she fell to the water. But the phrase says "to the ground".
