Why did anyone need to believe in a devil when humans were evil enough?

You have to believe in god to be able to believe in the devil. The nature of evil that was depicted in the book is not far off at all, if this were to occur today. How can there be an omniscient god and allow this to happen? No god. No devil. Just good and evil.
