For me, being blocked usually means there's some flaw in something I wrote earlier that's nagging at me. So what I should do is go back, figure out what's wrong, and rewrite it.
What I usually end up doing is find lots of other important things to do besides writing. Like sweeping the floor. Or watching reruns on Food Network.
