Get yourself on a writing schedule. I write five days a week, on the days that I work at my full-time job, and my days off are my days off from both jobs (yes, if you want to get anywhere, you need to consider your writing as a job). I didn't for many, many years, and never got far. Since I've made this schedule, I've come leaps and bounds in my writing.
