Ironically, by writing. Not necessarily on the piece that is suffering from the block, but removing myself from that tar pit - and just writing something that allows me to regain a flow. It's normally a short piece that carries no weight, expectation or pressure behind it. And when that fails, I read or listen to music. Those are normally two powerful stimuli to trigger creativity.

I build playlists according to my writing projects. So I have soundtracks built for each... I listen to the playlist for whichever project is the focus at that point, and that normally places me in the right state of mind.

Most of my ideas are come from snippets of lyrics from songs, and they develop over time . A novel I'm currently working on was initially inspired by The National's "Start a War".
