Multiple characters works for me. They should be diverse. When I complete a scene of one character, I ask myself, what is Character X doing, while all that was going on? I am blessed that writer's block rarely happens to me, so maybe that advice is simplistic, but it can work.

Desire is one thing, doing is another. It may sound simple, but just sit down at the keyboard and write a scene about anything. Anything at all, even if it has no relevance to the story you have in mind. Getting going is the key, even if what you write is bad. If it is bad, you can see that, and now have a task to fix it. It should lead you to other roads of thought and action.
