The early concept behind this book came from a news report over a decade and a half ago. There was a story that the Canadian Coast Guard didn't have enough budget for gas, so their boats sat in harbour. The narrator talked about Canada's maritime border not being well guarded. Post 9/11 the idea started to take shape as there was discussion about securing the US homeland. So I imagined a Peter Mansbridge type of character but one that had flamed out and wanted one last hurrah.
When Edward Snowden made his disclosures in 2013, the idea of coupling the concept of mass surveillance with securing the border started to come into focus.
