Write. I know, it sounds simple, but writing is like any other skill - you get better with practice. Also, read a lot and figure out what you like.

I follow the advice of Stephen King and Rachel Aaron, and just sit down and write. Even if it isn't the project I'm working on, even if it turns out to be complete drivel, I get words down on paper. I can always come back and edit them later.
