Great question, Anita! Rose sort of figures it out when she finds the note in Jimmy's pocket — and her intention is to talk to Roger about it. But then she falls and is out of commission, and meanwhile Jimmy is lauded and buried. I think in her heart she felt she didn't want to share his secret because she felt he had suffered enough — punishing himself for whatever his role was in the explosion (she doesn't know for sure, just surmises). He tried his whole life to make up for it as police chief and caretaker of the community and she felt maybe he had paid the price for that one moment of bad decision making?
