Write and Read, always. It's simple and hard at the same time. My favorite how-to books on writing are Goal, Motivation, and Conflict by Deb Dixon, Techniques of the Selling Writer by Dwight V. Swain and Writing from the Middle by James Scott Bell. You should also read extensively in your genre and others. Read for fun and then analyze what works and doesn't work. Keep writing. Emulate others until you find your own voice. Write in different lengths and with different characters. Read and write some more.
