Whenever I feel blocked I try to take that as a sign that the story has taken a wrong turn somewhere. For the most part your characters' personalities should help drive you, but if you are attempting to force those characters to act unnaturally progress will become slow or even blocked.
Solution? Delete delete delete until you've found that wrong turn :)
