FINISH A STORY. Even if it isn't your best work, FINISH one. Anything you write after that will be many times better, because you'll have learned so much from the first one. But if you never finish them, you won't know what works and what needs improvement.
Also, following the standard '3-act' formula is a good way to give focus to the plot if (like me) you can't write entirely stream-of-consciousness style.

Every crazy idea or dream you have, add it to 'notes' on your phone (don't write it on paper - it will get thrown out). When I feel like writing, I look at those notes. Sometimes, they make no sense. Other times, two or three form a logical stream and you can build from there.

Watch telly, play with the kids' toys, write a chapter of a completely different story - get your brain out of the rut it's in by feeding it different data and thinking about things creatively. It takes time!
